Job Summary

The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regimental levels to support GCE Training and Readiness (T&R) events.

The Marine Corps Tactics and Operations Group (MCTOG) Doctrine Editor will provide onsite support to MCTOG. The individual shall be an expert editor with a strong command of English and an equally strong understanding of doctrinal publication purpose and formatting. The GCE doctrine writer will develop, analyze, organize, plan, coordinate, and produce GCE operational doctrine and doctrine-related materials. The GCE Doctrine Editor shall participate in the development and in-progress reviews (IPRs) of each doctrinal publication that MCTOG is responsible for.

Provide senior editor quality control, to review all publications for consistency, readability, and analytical rigor. Provide writing, grammar and editing skills in support of the development, production, staffing, and review of synthesized ongoing doctrinal publications to ensure commonality and supportability of approaches.

Key Accountabilities

  • Analyze, review and develop GCE operations doctrine related to joint, multinational, and USMC operations.

  • Doctrine Editor will establish all writing frameworks and timelines to write doctrine for all aspects of Marine Corps, joint, and allied operations and be responsible for conducting original historical research and studies.

  • Provide research results and historical input to other authors and writers to support their doctrinal writing efforts on joint, interagency, intergovernmental, and multinational GCE operations.

  • Edit all doctrinal documents or pamphlets developed by MCTOG.

  • Prepare briefings and status reports on doctrinal products being researched and developed as needed.

  • Perform limited research to determine the operational concepts, organizational and logistical restraints, legal and policy constraints, and human engineering factors necessary to develop or adjust supporting doctrine when capability gaps exist,

  • Prepare and present briefings based on research that include solution recommendations.

  • Review, analyze, and provide comments and recommendations on documents relating to proposed GCE operations doctrine, organizational changes, and new concepts forwarded for review by MCCDC, PP&O, TECOM, or other GCE advocates.

  • Maintain liaison with applicable organizations to ensure exchanges of doctrinal information related documents.

  • Analyze changes in joint and other services- ground combat and related doctrine to determine impact on USMC operational doctrine.

  • As required, participate in conferences and doctrinal exchanges including but not limited to:

  • In-progress reviews, decision briefings, doctrine review committees and doctrine conferences hosted by other service schools, higher headquarters, and other services and agencies.

  • Present briefings to officials on emerging and published doctrinal concepts and materials.

  • Prepare briefing materials, doctrinal summaries and status reports throughout the doctrine development process.

  • Perform other duties as assigned.

Knowledge and Skills

  • Expert knowledge of USMC doctrine process.

  • Expert knowledge of the Joint doctrinal process to include joint publication directive drafting and coordination.

  • Experience writing Marine Corps doctrinal publications and possesses knowledge of the Marine Corps Doctrine Development Process, military staffing, documentation procedures, and military administrative formats.

  • Extensive experience of the Marine Corps MAGTF, specifically the GCE-s requirements, and capabilities in executing combat operations across the ROMO, including how the USMC executes operations in support of USMC MAGTF and Joint Force operations.

  • Expert knowledge of the roles and missions of various types of USMC forces/capabilities (including reserve component), their employment, and how they contribute to USMC operations.

  • Experience with Marine Corps training and education programs and comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies.

  • Must be able to write and edit complex doctrine and capabilities-based warfighting concepts.

  • Familiar with the Marine Corps training and education environment.

  • In-depth understanding of USMC warfighting doctrine, warfighting functions, commander and staff operations, and Marine Corps procedures and responsibilities across all levels of war.

  • Must possess knowledge of USMC emerging concepts and new doctrine to fulfill the GCE Proponent doctrine integration functions throughout the USMC and Joint doctrine communities.

  • Must be an expert in both oral and in written communications in order to facilitate the conversion of concepts into doctrinal statements, manuals and publications.

  • Must possess high levels of initiative, self-direction, and discretion to work effectively under a minimum level of supervision to meet deadlines.

  • Must be able to multi-task efficiently and work in a fast-paced environment on multiple projects and have a strong attention for detail.

Experience and Education

  • Master-s degree is required.

  • Experience in project management.

  • A minimum of 15 years of experience in USMC, joint, and multinational operations at the

  • A minimum of 4 years of experience writing doctrinal publications with an in-depth understanding of procedures, and methods associated with the creation of Marine Corps doctrine and the development of USMC training standards.

  • Command & Staff College, or equivalent, required.

  • Documented experience in the management and execution of Marine Corps training and readiness (T&R) requirements and education programs with a comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies.

  • Capable of working efficiently in a military staff environment that requires coordination within MCWL, Quantico, VA and consistent communication to MCTOG, TECOM and external commands and organizations.

  • Familiar with and adheres to command-s established staffing procedures especially those involving staff coordination and chain of command.

  • Excellent command of the English language; written and verbal.

  • Proficient in Microsoft Word, Excel, PowePoint and able to convert these to Adobe Professional.

Physical Requirements and Work Environment

  • Garrison work environment

  • Routine work schedule: M-F 0700 to 1700

  • Occasional extended working hours will be required to meet deadlines or during support to exercises

  • Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.

  • Must be able to lift 75 pounds

  • Must be able to work in austere conditions with temperature and environmental conditions experienced in the High Desert.

Travel

  • Domestic travel may be required for training and program coordination.

  • May be required to travel within CONUS to attend conferences/meetings.

  • Travel is estimated not to exceed 10%.
