Writes executive summaries, management plans, staffing plans technical approaches, past performance, or resume sections of large, complex proposals to Federal Government customers. Responsible for developing content for RFIs and sources sought. This position develops the ‘why us’ message, outlines and organizes material, identifies and refines re-use material, interviews SMEs, writes various proposal sections, and incorporates key messages and themes.

  • Works as a member of a proposal team to research, analyze, prepare, and submit proposals for Government projects.

  • Reviews requests for proposals (RFPs) or requests for information (RFIs) requirements; develops response approach and ensures agreed upon elements are incorporated into a cohesive and persuasive format.

  • Works in conjunction with capture or business development personnel in developing and generating strategies, themes and discriminators for responses; participates in proposal reviews; recommends changes if needed.

  • Researches, interviews PotomacWave and teammate staff, and gathers technical or business information for use in proposal development activities while incorporating appropriate proposal concepts, practices/procedures, and appropriate writing methodologies.

  • Writes large, complex proposal sections, ensuring adherence to established templates, standards, and compliance matrixes.

  • Exercise a high degree of initiative and judgement in selecting, applying and interpreting technical content and resolving inconsistencies.

  • Participate in and color team reviews. Ensure feedback is correctly recorded. Following each review, coordinate with technical contributors to rewrite and strengthen proposal content.

  • Edit proposal and marketing documentation for content, tone (one voice), style, grammar, mechanics, and formatting multiple genres, including formal proposal responses, white papers, RFIs, fact sheets, internal announcements, brochures/marketing material, and social media content

  • Applies iterative storyboarding techniques to develop proposal sections.

  • Frequently serves as a section lead.

  • Keeps reusable content (boilerplate) up to date.

  • Bachelor's degree preferred in a related field: English, Journalism, or a related discipline with substantial writing and editing experience.

  • Specific proposal writing training preferred (Shipley).

  • 5 or more years of experience working with proposal development, preparation, writing, and analysis.

  • Strong writing, grammar, and editing skills, including ability to adhere to multiple style guides

  • Exceptional editing ability with great attention to detail, often on limited timelines

  • Experience working with office productivity software such as MS Office suite

  • Ability to work effectively in a small team environment.

  • Excellent communication and interpersonal skills.
